OSC has broad authority to investigate alleged PPPs such as whistleblower reprisal, nepotism, and unlawful hiring actions. An OSC investigation may last years, involve multiple interviews, and require significant collection of privileged and confidential agency information. OSC may also pursue disciplinary actions against accused managers and supervisors, with employing agencies bearing all the legal risks.
