The White House issued several executive orders on May 25, 2018 affecting the management of the federal workforce.

The Executive Order Promoting Accountability and Streamlining Removal Procedures Consistent with Merit System Principles attempts to better hold federal employees accountable for performance and conduct. Additionally, it attempts to streamline disciplinary action in order to help managers be proactive in addressing issues in the office.

The executive order is important for federal managers.  First, the order is a strong signal from the current administration that it wants federal managers to take more proactive and stricter action against poor performers and/or employees who have committed misconduct. This may lead to managers feeling pressure to propose and take more adverse employment actions against the workforce, thereby making them vulnerable to increased allegations of discrimination, retaliation, and whistleblower reprisal.   Second, these new accountability provisions apply to managers as well.  Therefore, managers may find themselves facing unsubstantiated and unwarranted allegations of wrongdoing or poor performance.
