ICE Removes Salvadoran National, Material Supporter of Undesignated Terrorist Body

This week, Immigration and Customs Enforcement (ICE) reinstated a previously issued removal order dated September 2017 for Guzman Moreno, age 62. ICE turned over the Salvadoran national unlawfully present in the U.S. to officials in El Salvador.

The date and location of Moreno's entry into the U.S. are unknown, as he did not receive an inspection before entering, but criminal records indicate he has lived in New York for more than 25 years.

The Enforcement and Removal Operations (ERO) division of ICE first encountered Moreno in June 2019 at Suffolk County Jail in Yaphank, New York, where local law enforcement detained him pending charges of sexual abuse. The charges against Moreno follow his prior convictions for driving while intoxicated on two occasions in 1996 and 1997, as well as aggravated unlicensed operation of a motor vehicle in the first and second degrees in neighboring Nassau County.

In January 2020, a county judge found Moreno guilty of sexual abuse in the first degree and sentenced to a three-year prison term and eight years post-release supervision. The length of time Moreno spent in prison before ICE intervened in unclear.

ICE has also indicated Moreno provided material support to an undesignated terrorist organization. There is no indication of the amount or type of support or how long he offered assistance.

The Security Alliance for Fugitive Enforcement Task Force assisted ERO Field Offices in Buffalo, New York, and Santa Elena, El Salvador, in their operations.
