President Biden Signed Havana Act into Law Following Unanimous Approval from Congress

On October 8, 2021, President Biden signed the Havana Act of 2021 into law. Entitled the Helping American Victims Afflicted by Neurological Attacks (HAVANA), the law provides financial support for federal personnel who have sustained brain injuries from alleged direct energy assaults.

FEDagent previously reported on Havana Syndrome on September 23, 2021 when the House passed legislation to compensate victims of Havana Syndrome.

More than 40 U.S. embassy staffers in Havana, Cuba reported illness with symptoms including severe headaches, dizziness, tinnitus, visual and hearing problems, vertigo, and cognitive difficulties. Since this, hundreds of U.S. personnel around the world have displayed similar symptoms. Government agencies have continued to issue warnings for personnel traveling abroad, warning them about anomalous health incidents.

The bill was approved by House lawmakers in a 427-0 vote and was already unanimously passed in the Senate.

β€œI have spoken personally with Havana Syndrome victims who were forced to battle the bureaucracy while dealing with their own health challenges,” stated Senator Collins (R-ME). β€œThese Americans who experienced traumatic brain injuries from likely directed energy attacks while serving our country should have been treated the same way we treat a soldier who suffered a traumatic brain injury on the battlefield.”
